----The order here doesn't really matter, except perhaps the what's going on question. Perhaps it's best that it comes first. Unless you see fit to do otherwise.
NOTE: This is not a prescription of what exactly to do. DO NOT simply follow these outlines exactly. That is, if I list 3 sides and your controversy has 4, then list 4 sides, not 3. If I list "sub side A" and "sub side B" under a certain topic or side, and if there aren't subsides in your controversy, then don't try to make it appear as if there were subsides under this topic or side.
